If its in your luggage then doesn’t that go UNDER the plane in the cargo bay? What kind of bomb do they think a person is going to make with loose batteries?

I have one bag I need to check to go to St. Louis. I have a layover in Minneapolis on the way there, and on the way back from Seattle. Will it cost $30 dollars for the round trip to check my bag? Or is it $15 dollars per connection, which would make it $60? If anyone who has flown recently on Northwest and checked a bag could tell me, that would be great, cause its darn hard to find on the NWA website.
